Quality requirements for supplier and subcontructors

Dear Supplier and Subcontractor,
Attached below are the general quality requirements of Carmel Metal Ltd. for purchased products.
You are requested to classify your products according to these requirements. Materials/products that are found not to comply with the above quality requirements will be rejected.

1. General

• 1.1 Quality Management System: The supplier’s quality system shall be approved by an authorized body for the ISO9001/ISO13485/AS9100/AS9120 standards in their latest editions.
• 1.2 Calibration service providers and laboratories: The monitoring and measurement equipment shall be calibrated/verified by laboratory certified for ISO 17025 or similar to the calibration subjects applicable to the calibration equipment. The calibration/validation reports received from the laboratory shall include the accreditation body symbol that approved the laboratory.
• 1.3 Performance indicators: Supplier performance is monitored by Carmel Metal. The supplier is required to meet quality scores and delivery times above 90%. If the supplier does not meet the defined goals, a request for an improvement plan shall be sent to the supplier.
• 1.4 Right of access: The supplier/subcontractor will allow access to Carmel Metal representatives, its customers and statutory and regulatory bodies to inspect the quality system, upon request and subjected to prior coordination.
• 1.5 Notification and approval of Non-Conforming: The supplier will notify Carmel Metal of non-conforming in products or processes. A supplier sends a written request and receives approval for a non-conforming or correction and separates the parts prominently.
• 1.6 Critical Items/Key Characteristics and special requirements will be maintained according to drawing or order requirements.
• 1.7 Record Retention: The supplier will keep the applicable quality documents for 10 years minimum or according to Carmel Metal order requirements.
• 1.8 Changes in the production process: The supplier will notify Carmel Metal of any changes in the process, organization, or location of the activity site, including changes made by subcontractors, and will receive Carmel Metal’s approval/instructions prior to implementing the change.
• 1.9 Samples: In accordance with the order requirements or applicable specifications, the supplier will send test samples for process approval, validation, inspection or investigation.
• 1.10 Requirements chaining: Carmel Metal requirements applicable to the order will be chained to the supplier. It is the supplier’s responsibility to chain the applicable requirements to the subcontractors.
• 1.11 Packaging requirements: The supplier will ensure throughout the production stages and in the product packaging that there are no foreign objects (FOD) according to standard AS 9146, that could impair the product’s function or safety. The supplier will package the items/products and mark the packaging by order number, quantity, PN, part description and serial number if required.
• 1.12 Supplier’s responsibility: It is the supplier’s responsibility to implement and send to subcontractors the relevant quality requirements of the end customers.

• 1.13 Awareness: The supplier is required to inform employees about: their impact on product quality, product safety and the importance of ethical behavior.
• 1.14 Special process:
  • 1.14.1 Special process must be performed only by subcontractors approved by Carmel Metal and the end customer (according to requirement).
  • 1.14.2 The process reports will include all the details required in the order, including description, standard and edition.
  • 1.14.3 Subcontractor responsibility for the quality of the product, process, inspections and the documents.
• 1.15 Marking: The parts will be marked as required in the drawing, the specifications, and according to the applicable standard. The production batch (LOT NO) must be marked.
• 1.16 Prevention of counterfeit materials/components:
  • 1.16.1 In order to reduce the risk of supplying counterfeit items or materials, the supplier must meet the following requirements:
  • 1.16.1.1 AS6174 standard requirements.
  • 1.16.1.2 Purchase authentic materials only from the manufacturer or approved distributor. If the parts or materials cannot be purchased from an authorized distributor or manufacturer, the customer approval must be received.
  • 1.16.1.3 The supplier must maintain a method to ensure traceability of parts and materials supplied from the manufacturer to the customer.
  • 1.16.1.4 The supplier must attach to the order all documents proving the traceability of the purchase. The traceability will include: details of involved in the delivery process from the original manufacturer to the direct source from which the item was purchased by the supplier.
  • 1.16.1.5 The supplier must attach to each shipment the original Certificate of Conformity (COC) issued by the manufacturer.
